Is McCleary really to blame for Washington’s K-12 budget woes?

This article was published at The Washington Policy Center  on Oct 6, 2026: https://www.washingtonpolicy.org/publications/detail/is-mccleary-really-to-blame-for-washingtons-budget-woes During a recent debate on repealing the state income tax, opponents of I-645 claimed that the state budget's rapid expansion is driven by the Supreme Court’s McCleary decision. K–12 funding has grown rapidly since that decision, but since 2019, spending on everything else has expanded nearly three times as fast, accounting for nearly three-quarters of total state budget growth. The Supreme Court formally ended its oversight of the McCleary decision in June 2018. McCleary enforced the state’s … [Read more...]

Battle Ground School District Nov 2026 Levy Ballot

Should you vote Yes or No on the levy? There are two camps: (1) Those who believe that student education should be funded no matter what the cost and, (2) Those who say it's gotten too expensive and vote No. Should this be an emotional or logical/fact based decision? Emotional Position (Yes vote) “Our children shouldn't pay the price for an adult budget dispute.” Protecting the child who needs the most help. Safety is difficult to put a price on. Give teenagers something to belong to. Don't close doors before children discover what they're capable of. A community has an obligation to its next generation. But there is an important counter-emotional argument A … [Read more...]

Clark County resident Larry Roe shares his thoughts on the the upcoming school levies

From the ClarkCountyToday.com site We need to be having an active and urgent discussion of the goals of our public schools in light of the affordability of our neighborhoods for families with school-age children, the decreasing academic performance of our students, and the increased absenteeism in our schools. Our K-12 public schools have been taking on many roles in addition to the basic academic and athletic training for students that was envisioned in our State Constitution.  We have added meals for students, preparation of young children for kindergarten, extended education for students with special needs for an additional four years, resource centers to support young families … [Read more...]

Fully funding K-12 education is a pipe dream

We hear all sorts of comments about the need to “fully fund” K-12 education. It’s a pipe dream and fantasy. Why? Read on… The state's funding formula for K-12 education is called the Prototypical School Funding Model. The Washington State Basic Education Act of 1977 originated the funding model and outlines the definition of Basic Education in public schools. This model determines the base amount of funding each district receives per student based on a fixed theoretical school size enrollment. The model establishes minimum staff-to-student ratios for various positions such as principals, teachers, custodians, nurses, and more. The funding received by school districts based on this model … [Read more...]

School boards should focus budget deliberations on student outcomes, financial sustainability

From the Brookings Institute Please get a thermos of coffee or tea. The article is long and detailed so you will need some time. As school districts enter one of their most challenging budget cycles in recent memory, all eyes should be on school boards. That’s because the nation’s roughly 13,000 local school boards are the ones who generally own the fiduciary responsibility for spending $700 billion in K-12 public education funds. They’re the ones who sign their names to decisions about what to prioritize when funds are tight, and ultimately where to cut and what to spare. Yet, findings from our research suggest most school board trustees are simply going through the motions when … [Read more...]

School boards should focus budget deliberations on student outcomes, financial sustainability

The Brookings Institute brings us this primer on school boards and budgets. It's long so you will need to give yourself about 10 minutes to read. The information and questions are relevant and important. As school districts enter one of their most challenging budget cycles in recent memory, all eyes should be on school boards. That’s because the nation’s roughly 13,000 local school boards are the ones who generally own the fiduciary responsibility for spending $700 billion in K-12 public education funds. BGSD April 2025 Levy “NO” Position

In February (2025) the Battle Ground School District ran a 4 year levy (EP&O). It failed by 60 votes to get 50% +1. The school board directors voted to put the exact same levy back in front of the voters in April (they can legally run a levy or bond 2x in a year). This article is intended to share reasons why someone might vote NO on the levy. It is of course up to each voter to look at the Pros and Cons and then make their own decision. Note:  Update: According to the Clark County WA Elections Dept. the estimated cost to the Battle Ground School District for the February election was about $180,000. The April special ballot cost...are you ready? Comes in around $240,000. So the cost … [Read more...]

Opinion: Rising budgets, declining outcomes; Ridgefield’s educational paradox

This is Part 2 of a review of the Ridgefield School District published at Clark County Today on January 22nd Area resident Rob Anderson says Ridgefield School District’s ballooning budget has not led to better academic outcomes Rob Anderson for Clark County Today The first article took a closer look at Ridgefield School District’s two levy proposals: Proposition 12, an operational levy, and Proposition 13, labeled as a “Technology and Capital” levy. Proposition 12 requests a 41% increase in operational funding compared to 2022, amounting to $44 million annually. Proposition 13 seeks $21 million, primarily for capital projects, including a previously rejected proposal for a new … [Read more...]

Voting against the Evergreen Levys is a good decision – Updated Jan 27th

Update Jan 27th:  This link will take you to the brochure that is being distributed by the NO team: Please Vote No On Proposition 7 and 8 (1)-1 - Adobe cloud storage Why would anyone vote against something that helps children? Why would anyone vote against extracurricular educational experiences that children get fulfillment from? Well, the answer is not simple. The educational system in the United States has been in decline for decades. But the fact is that most people turn their head and just do not want to admit it. The results of standardized test scores that help educators assess how students are performing have been surfacing in the news and in parent forums. Parents … [Read more...]

The best next steps for public schools in Washington state

An article by Liv Finne at the Washington Policy Center. The legislature is set to start its next scheduled session in January.  Here are my thoughts on the issues we can expect and how they will affect Washington public schools. Due to low performance, harmful left-wing ideology and growing parent dissatisfaction, the public school system has been losing students.  The state Caseload Forecast Council projects this downward trend will continue, with lower enrollment expected in the years ahead.  The latest forecast projects total public school enrollment at 1,050,362 students in October 2026, a drop of 50,254 students, or 4.5 percent, from 1,100,616 students in October 2019. The … [Read more...]
