At the risk of riling up the PC crowd we've historically assumed and believed that children are the responsibility of the parents. The reference to ownership isn't intended to imply servitude or anything negative...it's intended to define responsibility. So...is the parent or government or school or community responsible for making decisions about the/your child/ren?
